PROPOSED ONE CENT CITY SALES TAX FOR GARNETT

WHAT WILL A ONE CENT ADDITIONAL SALES TAX PROVIDE?

Funds are intended to support a new swimming pool, improvements to recreational facilities, and essential infrastructure upgrades within Garnett’s beloved parks and recreation areas. These proposed projects will be prioritized based on community input and available funding, ensuring we enhance safety, accessibility, and the long-term usability of the places where generations of families have gathered.

New Swimming Pool:

Modern pool design with zero-gravity entry and splash pad elements for easier accessibility.

  • New diving boards, two slides, improved ADA parking, upgraded filtration, and chemical systems.

  • New concrete pool basin ensuring safety for swimmers and

  • lifeguards.

  • Recreational Facility Improvements:

  • Sports Complex enhancements with improved drainage and high-performance turf to reduce rainouts and extend field life.

  • Modern, accessible restrooms at both North and South Lake Park locations.

  • Safe, updated playground equipment for multiple age groups.

  • New electric camping pedestals to accommodate RV visitors and boost park usage.

  • Energy-efficient LED lighting for the sprint track to allow evening events.

  • General park improvements including updated picnic areas, pathway repairs, and improved seating for families.

  • Other Infrastructure Improvements:

  • Electric and sewer infrastructure upgrades at North Lake Park.

  • Culvert replacement at the Muleshoe to improve safety and durability.

WHY A SALES TAX INSTEAD OF A BOND ELECTION?

The Garnett Swimming Pool and recreational facilities have long been central to our community’s character. A one cent sales tax is a fair way to fund these proposed improvements, allowing both residents and visitors to contribute, while avoiding property tax increases that would more heavily burden local families.

HOW MUCH MONEY WILL THE TAX GENERATE?

It is estimated that a one cent sales tax would generate approximately $600,000 per year. These funds are planned for the construction of a new swimming pool, phased recreational facility, and infrastructure upgrades, with projects prioritized thoughtfully to best serve the community.

WHAT IS THE ESTIMATED TIME FRAME FOR COMPLETION OF PROJECTS?

Construction of the new swimming pool is planned to begin in Fall 2026, with the goal of opening for the 2027 summer season. Other recreational and infrastructure projects are proposed to follow, with timelines determined by available funds and project sequencing.

WHY DO WE NEED A NEW SWIMMING POOL?

For more than 90 years, the Garnett Swimming Pool and surrounding park facilities have been cornerstones of our community. Originally built as part of a 1934 WPA/CCC project, these spaces have hosted generations of families, swimmers, and community events. Despite two renovations, time has taken its toll. Cracked walls, rusting diving boards, and aging plumbing and filtration systems have become persistent challenges. Preserving the spirit of these historic parks while ensuring safe, modern amenities for future generations now require full replacement and thoughtful upgrades. A new pool will provide:

  • •Zero-gravity entry with splash pad elements for kids and improved accessibility.

  • •New diving boards and two slides.

  • •Improved ADA parking and pool house access.

  • •Advanced plumbing, filtration, and chemical systems.

  • •A modern concrete basin ensuring safety for all swimmers and lifeguards.

WHY DO WE NEED RECREATIONAL FACILITY IMPROVEMENTS?

Our recreational facilities are central to Garnett’s community life, drawing locals and visitors alike. Without investment, these beloved spaces risk becoming unsafe or falling into disrepair. The proposed sales tax would help fund upgrades that may include:

  • •Modern playgrounds for safe, active play.

  • •Accessible restroom replacements.

  • •Expanded camping facilities with updated electric pedestals.

  • •Sports Complex drainage and turf upgrades to reduce rainouts.

  • •Energy-efficient lighting to extend evening activities.

  • •Infrastructure repairs such as culvert replacement, sewer, and electrical upgrades, walking path repairs, and improved picnic areas.

These projects honor the past while preparing for the future, ensuring Garnett’s parks remain a welcoming place for families, visitors, and future generations. Final project details will be determined through community engagement and prioritization of available funding.
